Yesterday the Hazleton City Police Department responded to a loud music complaint which turned out to be a children's birthday party.

Those in attendance thought the party was over when the police arrived, but a Facebook post says "the chief of police was so understanding and let us have our fun and in fact joined us for a while".

Chief Jerry Speziale says that the City's COPS grant has quarterly reports that must be filled out about building trust and legitimacy with the community. "It starts with foot patrols and meeting the community" he said.

Speziale also added "21st-century policing is about building trust and legitimacy with the community and understanding all the issues and components of the community."
